Statement of Qualifications for Wrenfield County
On-call civil engineering services, prepared in response to RFQ-PW-2027-014
Fictional SOQ prepared in response to a mock RFQ. All firms, agencies, and people are fictional.
The project
The challenge
Wrenfield County’s RFQ left little room for error. Sections 1 through 4 had to fit within six pages, in a required order with required section titles. Before scoring, the County would screen every submittal on four pass/fail items: on-time receipt, a signed Attachment A acknowledging every addendum, a Project Manager with an active Ohio PE license, and no pricing anywhere in the document.
An addendum issued ten days before the deadline also had to be read, applied, and acknowledged.
What I did
I read the RFQ line by line and turned every requirement into a row in a compliance matrix, with its RFQ reference, the SOQ page that answers it, and its status. I flagged the requirements that are easiest to miss, like the exact email subject line, the file name, and the client reference format.
Then I wrote each section to the County’s evaluation criteria, built the task-order schedule graphic the RFQ encouraged, and designed the document in Adobe InDesign on A4 pages, which Addendum No. 1 allowed.
The result
The SOQ uses all six counted pages, follows the required section order, and meets each of the four pass/fail items. Every requirement in the RFQ traces to a specific page, and the matrix shows where.
